Which Way Will Himachal Pradesh Go?

Opinion polls are divided, ground reports are mixed and the body language of politicians hardly reveals much. As the hill state is going to vote on Nov. 12, the question everybody is asking is: Will Himachal Pradesh stick to its tradition of voting out the incumbent every five years or will the Bharatiya Janata Party’s lotus bloom again?

One way to get close to having an informed view about the outcome is to have a sense of what has happened electorally in the state since the last round of assembly elections. We have two sets of data to get a sense of what has followed.

Himachal Will Vote For OPS, Employment: Rahul

Congress leader Rahul Gandhi on Saturday said the state will vote for the return of the old pension scheme and employment.

'Himachal will vote for OPS, Himachal will vote for employment and Himachal will vote for 'Har Ghar Lakshmi',' Gandhi said in a tweet in Hindi.

"Come, vote in large numbers, and make your valuable contribution to the progress and prosperous future of Himachal," the former Congress chief said, appealing to the voters of the hill state.

Gandhi is in Maharashtra undertaking the party's 'Bharat Jodo Yatra'.

Restoration of the old pension scheme, 300 units of free power, a Rs 680-crore StartUp fund, one lakh jobs and Rs 1,500 per month for women between 18 to 60 years are among the promises the Congress made in its manifesto for the Himachal Pradesh polls.

BJP Looks For Return To Power

In an early morning message to voters, Prime Minister Narendra Modi urged them to enthusiastically participate in the 'festival of democracy' and register a voting record. In a tweet, Modi also greeted the young voters who will be exercising their franchise for the first time.

Chief Minister Jairam Thakur echoed him and said every vote will help build a prosperous Himachal Pradesh.

"First vote, then refreshments. Dear fellow state residents, today is the day of voting. My humble request to all voters of Himachal Pradesh is to participate in this festival of democracy with full enthusiasm," he said in a tweet in Hindi.

The ruling BJP is hoping for an encore on the back of its development agenda, while the opposition Congress is appealing to voters to go by the four-decade tradition of voting out incumbents in the state.

Modi has led the campaign from the front for the BJP, wrapping up his canvassing with a personal appeal to voters of the state, saying that every vote cast for the BJP symbol 'lotus' will enhance his strength. The Congress, desperate to wrest the state back from the BJP after multiple electoral losses and losing nine states in two years, has principally banked on general secretary Priyanka Gandhi Vadra.

Voting Across 68 Constituencies Begins

Voting for the crucial Himachal Pradesh elections began on Saturday at 8 am on a slow note after officials conducted a mock poll at all booths to check EVMs.

More than 55 lakh voters in the state will decide the fate of 412 candidates, including Thakur, former chief minister Virbhadhra Singh's son Vikramaditya Singh and former BJP chief Satpal Singh Satti.

Twenty-four women candidates are in the fray this time. Of the total voters, 28,54,945 are male and 27,37,845 female voters in the state.

Himachal Pradesh's Chief Electoral Officer Maneesh Garg said all arrangements are in place for the polling.

"All 7,884 polling parties have reached the polling stations and set up the polling booths. They are accompanied by security forces. Nearly 50,000 polling staff and around 25,000 security staff have been deployed," he told PTI.

The voting is scheduled from 8 am to 5 pm and the Election Commission has 7,884 polling stations, including three auxiliary voting stations in far flung areas. Of these, 789 are vulnerable booths and 397 critical ones.

The EC has set up its highest booth in Tashigang, Kaza in Spiti area of Lahaul Spiti district at a height of 15,256 feet that would cater to 52 voters.

The 2017 assembly election saw a record 75.57% polling.
